Case Study 1 Growing a GP Primary Care Business

We have been working closely with Malling Health UK Limited since 2019. A national provider delivering GP Out of Hours, Urgent Treatment Centres and GP APMS services, our client’s long-term ambition to grow their business hinged on winning new contracts through tender opportunities focusing particularly on parts of the country that allowed them to build on their portfolio of services. Outsourcing their bid writing to Bid Management Solutions Limited was a step towards using a specialised service. We worked with the CEO, Medical Director, Director of Primary Care, Director of Nursing and Quality and the Commercial and Finance Director putting together bids of the highest quality. Tailored responses with data gleaned from NHS Data and from Joint Strategic Needs Assessment gave bids a more strategic focus. They have had notable success in the East of England, where they have secured multiple GP APMS contracts in Hertfordshire, Peterborough, and Cambridgeshire.

Other significant achievements include working with DHC GP Federation in Surrey to successfully bid for the Pondtail Surgery in Godstone, incumbent providers at Shinfield Health Centre retaining their contract in Reading, and St Marys Surgery in Ely winning the Priors Field surgery.

Case Study 2 Urgent Treatment Centres delivered by a Hospital Trust

We have worked on multiple Urgent Treatment Centre tenders since 2014 with Community Interest Companies, Private Providers and Hospital Trusts. In 2022, we collaborated with London North West University Healthcare (LNWUH) and London Central and West (LCW) on an Urgent Treatment Centre (UTC) tender at Northwick Park Hospital, Ealing Hospital, and Central Middlesex Hospital. LNWUH's long-term strategy was to bring the service inhouse to better manage patients with minor and major illnesses. We gave our support during the second stage of the three-stage ITT application process. With the Trust lacking specific experience in writing UTC applications, we used our expertise in leading the clinical, operational, and financial teams in terms of developing a clear narrative. The outcome of the bid was favourable, leading to a collaboration between LNWUH and LCW to address the urgent care needs of patients.

Other examples include working with the Partnership of East London Cooperatives (PELC) to retain their services at Queens Hospital, King Georges Hospital, Harold Wood and Barking Community Hospital. A key provider of services across East London, we worked with PELC over a period of 14 months stabilising their business, bringing in additional revenue streams which included a Homeless Service, an NHS 111 overflow service to support local providers and healthcare services at HMP Chelmsford, and finally award of the UTC contracts.

Case Study 3 Creating the largest NHS 111 Provider

In 2023, DHU Healthcare approached Bid Management Solutions Limited to provide an interim writing service for a major Midlands-wide NHS 111 contract. This opportunity was strategically vital for DHU Healthcare, as they were already delivering the East Midlands NHS 111 service. Securing this contract would allow them to expand their services across the wider region and integrate their offerings more effectively. We collaborated closely with the DHU Team, addressing clinical, digital, and operational questions to identify clear win themes and develop tailored content for each response. Our approach ensured that every aspect of the bid was accurately crafted to highlight DHU Healthcare's strengths and capabilities.

To maintain consistency and a unified voice, we conducted regular reviews throughout the process. This helped the team to ensure that the language and messaging were coherent and aligned with DHU Healthcare's objectives. Our efforts paid off, as the bid was received favourably making DHU Healthcare the largest provider of NHS 111 services across the country.

Case study 4 A Double Win: Expanding Integrated Urgent Care Services

In 2021, we partnered with Practice Plus Group, a major provider of Integrated Urgent Care Services (NHS 111 and GP Out of Hours), on two simultaneous tenders in Southwest London and Devon. This strategic opportunity to deliver both services was logical, as Practice Plus Group delivered similar services in London, Surrey, and Southwest England.

With their in-house business development team stretched, we stepped in to provide an interim writing service, working across both opportunities in tandem. We maintained control over a large number of responses using the Huddle system, ensuring that every detail was meticulously managed. We monitored progress through workshops and daily meetings, allowing the clinical, operational, and financial teams to review and refine responses. The outcome for both tenders was positive, making our client the largest provider of Integrated Urgent Care services. This achievement was a "double win" for Practice Plus Group, as it expanded their service reach but also solidified their position as a leading provider in each region.

Case Study 5 IT Systems Integration Framework

In 2019, we worked with Midlands and Lancashire Commissioning Support Unit (MLCSU) on a major framework opportunity aimed at enabling digital integration across a fragmented health and care landscape. Timely, coordinated care is often hampered when providers use disparate systems that cannot share patient information electronically. The framework offered a critical opportunity to connect systems across primary, community, mental health, social care, and acute settings.

Our work involved mapping and scoping over 60 different systems used across the region, engaging directly with MLCSU’s commercial leads and technical teams. This collaboration allowed us to develop a compelling bid response that outlined how integration could be delivered through existing platforms such as Graphnet’s CareCentric solution, which supports real-time messaging via standards like HL7 and FHIR, and leverages a robust enterprise service for resilience and interoperability. We clearly demonstrated MLCSU’s capabilities including their use of RESTful APIs, strategic partnerships, and expertise in clinical coding and data standards and successfully secured their place on the framework.

Case Study 6 Retaining an Integrated Sexual Health Service

In 2019, we worked with Spectrum Community Healthcare on an Integrated Sexual Health tender in Barnsley. This project was particularly challenging as Spectrum simultaneously had to direct key resources to multiple Health and Justice tenders in Northeast England. Despite these challenges, our team worked closely with Spectrum to ensure the success of the Integrated Sexual Health tender. We provided comprehensive support throughout the tender process, including drafting responses, coordinating with clinical and operational teams, and ensuring all requirements were met. Our collaborative efforts resulted in a successful tender submission, allowing Spectrum to retain their services in Barnsley.

Other examples include working with Central London Community Healthcare and Chelsea and Westminster Hospital on tenders across Central London and South West London. We worked with sexual health experts developing the clinical and operational model to meet the various needs of patients. This also included developing a ‘hub and spoke’ model allowing our service to have excellent ‘outreach’ capabilities.

Case Study 7 A £1Billion Pathology Joint Venture

In one of our most significant commercial successes, we played a key role in supporting a tender to establish Health Services Laboratories, a joint venture involving The Doctors Laboratory, University College London Hospital, and Royal Free London. The tender process extended over a 10-month period due to the complexity of setting up a new company and reaching agreements among all parties regarding the final structure of the organisation, governance responsibilities, IM&T for ordering and delivering test results, TUPE, refurbishment of the new pathology site, equipment for testing, and courier services.

The aim was to eliminate fragmentation in the current provision, develop a consistent service, upgrade equipment, achieve savings and efficiencies, and implement a hub-and-spoke model.

We collaborated with the legal team to draft contractual documents, performed audits on the current service covering clinical activity, workforce, IT requirements, and operational workflow.

We led on writing the tender responses with key Subject Matter Experts taking in information and creating a clear narrative for each section. The successful outcome led to the creation of Health Services Laboratories, now a leading provider of pathology services across London.

Other examples that highlight our experience in the pathology field include work on a similar joint venture at Medway Maritime Hospital and Darent Valley Hospital in Kent. Whilst this was not a formal bid, we were required to create a ‘hub and spoke’ model, refurbish each pathology laboratory with state-of-the-art equipment, develop an IM&T solution allowing ordering and delivery of test results, and implement a courier service. We worked with the Pathology Board giving monthly updates and progress. Implementation took 22 months at which point the service was fully operational.

Case Study 8 Delivering Mental Health in Custodial Services

Since 2018, we have been collaborating with Norfolk and Suffolk NHS Foundation Trust on numerous tenders and projects. In that year, we successfully bid for the HMP Norwich, Bure, and Wayland Integrated Mental Health, IAPT Wellbeing, and Liaison and Diversion services. Without an in-house writing team, we provided interim writing services, working closely with their clinical, operational, and finance teams. Following award, we were involved in a 3 month mobilisation period taking the service off Virgin Care.

We have also been engaged to provide interim writing support for various other opportunities. Notably, we have contributed to the Veterans High Intensity Service, where our expertise was instrumental in crafting comprehensive narratives that highlighted the critical need for high-intensity mental health services tailored specifically for veterans.

We have also played a key role in the development of a business case for trauma-informed care. Our interim writing support included drafting detailed responses, coordinating with various stakeholders, and ensuring that the business case effectively communicated the importance of trauma-informed care in improving patient outcomes and overall service delivery.

Case Study 9 Learning Disability and Autism

Since 2017, we have partnered with multiple Social Care providers, building a strong foundation of collaboration and trust. In 2021, we had the opportunity to work with Venture People, a specialist mental health provider based in West Sussex. They sought a partner capable of providing comprehensive writing support for a Framework for Learning Disability and Autism, targeting clients in Hampshire, Southampton, Isle of Wight, Frimley, and Portsmouth.

Our collaboration involved close coordination with the Service Manager, Nurse, and CEO of Venture People. Together, we crafted an offer to the Local Authorities, ensuring that every aspect of the proposal was tailored to meet the specific needs of the clients. Within our responses, we seamlessly integrated examples of our previous work and feedback from current clients, showcasing our proven track record and commitment to excellence.

We developed an operational service model that was both innovative and practical, designed to address the unique challenges faced by clients with Learning Disability and Autism. Our workforce strategy was carefully planned to ensure that we had the right team in place to deliver high-quality care and support.

Through this collaborative effort, we were able to present a compelling and comprehensive proposal that highlighted our expertise and dedication to improving the lives of individuals with Learning Disability and Autism.

Case Study 10 Growing a Family Business

In 2020, we partnered with a small family business, helping them tap into various framework opportunities to supply dry wipes and textiles to the NHS. Despite having no in-house experience and juggling their current customers while aiming to expand, they saw frameworks as a promising way to boost sales. Over a 10-day period, we provided comprehensive support, from completing SQs to crafting technical responses. This collaboration has skyrocketed their revenue from £400,000 to nearly £3.5 million. Since then, we have worked on multiple opportunities which have allowed Premium Wipes and Textiles Limited to join various frameworks giving them a platform to offer more products and continue with their upward growth ambitions. In addition to this we have supported them with Social Value and Modern Slavery submissions as part of supplying into the NHS.

Case Study 11 Apprenticeship Schemes

Our interim writing service has also been extended into the academic sector, supporting clients with commercial contracts and leveraging funding from the European Commission, Medical Research Council, and Innovate UK.

A notable example is our recent collaboration with Middlesex University on various tenders, including funding to develop Degree Apprenticeship Programmes. We used feedback from public and private sector organisations to understand their immediate and long-term gaps with respect to skills needed in their organisation and developed case studies that were submitted to the Office for Students. To date we have successfully raised £6M to develop a range of Degree Apprenticeship Programmes, including Digital, Social Worker, Environmental, and Healthcare, to help organisations address the growing skills gap.

We have also secured contracts to support the Police Education Consortium (Middlesex University, Canterbury Christ Church University, Cumbria University, and Portsmouth University) in delivering the Police Constable Degree Apprenticeship (PCDA) to Thames Valley Police, as well as Surrey and Sussex Police Forces. On each of these opportunities, the Consortium used our interim writing service with regular review of responses. We now have a set of high-quality responses that will allow the Consortium to bid for more opportunities.

Case Study 12 A Joint Venture Tier 1 VISA Company, and School Transport

We have also achieved significant success in our non-healthcare related projects. In 2021, we collaborated with a consortium of six partners including Blue Orchid Enterprise Solutions Limited (BOES) Schoolgate Accounting Services Limited, European Innovation Limited, International Innovation Hub Limited, Nexus Creative HW Limited, and Severn Seed Finance Limited to deliver the Migration Business Endorsing Body (MBEB) Services. The primary objective of this contract was to support businesses in the UK under the Tier 1 VISA scheme and facilitate the recruitment of employees from abroad. We worked with a group of interim writers developing content by working with each of the six partners, reviewing responses for consistency and finalising documents for the partners to sign off. The successful outcome of this tender has led to the partners creating a Joint Venture, named UK Endorsing Services Limited.

In 2023, we successfully partnered with Vision Bus on a tender to provide school transport services in Northwest England. Despite being a small but highly successful organisation, Vision Bus lacked internal writing capacity and required support over a short period. With no prior experience in writing, we worked closely with the Managing Director to complete the technical and social value responses.

Case Study 13 Frameworks for Catering and Cleaning

Over the past decade, we have successfully collaborated with various Catering and Cleaning companies, providing them with the necessary support to win new commercial contracts and join frameworks. Despite having no prior experience in writing, these companies assigned us to lead their tender writing. For each opportunity timelines were set with clear deliverables to ensure timely submission. We worked closely with their Operational Teams to ensure that all responses were consistent with their business objectives and operational practices, and that they included all the relevant Health and Safety certificates and insurance.

We conducted detailed consultations with key stakeholders to gather essential information and insights. This allowed us to craft tailored responses to meet the specific requirements of each tender but also highlighted the companies' capabilities and commitment to quality service.

We have enabled these Catering and Cleaning companies to successfully navigate the competitive tendering landscape and achieve their business goals. Our collaborative approach and dedication to excellence have resulted in successful bids and long-term partnerships.
